Applications are judged on a range of factors, with the strongest ideas advancing to the semi-final and the very best competing in the final.

Innovator LeagueFor startups registered at the Kamer van Koophandel (Dutch Chamber of Commerce) before 1 October 2026.Participation is free of charge.
Rough Diamond LeagueFor ideas and startups not yet registered at the Kamer van Koophandel, or registered after 1 October 2026.Participation is free of charge.

PHIA may reassess league placement based on the business plan. League placement may be reassessed at any point during the competition based on the development of the startup throughout the competition.
